Alleged Gang Member Arrested After Stealing Rifle From FBI Vehicle

In the weeks since the rifle disappeared from the abandoned FBI vehicle, the case has become a symbol of everything tearing Minneapolis apart. Federal officials painted Raul Gutierrez as the embodiment of violent gang crime: a convicted felon, tied to fentanyl and meth, now accused of ripping a Colt M16A1 from a government SUV during civil unrest.
